Producer responsibility for competence

Competence and knowledge are essential for correct application of the NTR Quality System.
It is the responsibility of each producer to ensure that its organisation has sufficient knowledge, skills and resources to comply with approved NTR classes and all applicable requirements.

Education and training are therefore a responsibility of the producer, not of the NTR system or the national associations.

Knowledge and skills

Producers shall ensure that relevant personnel have adequate knowledge of:

  • applicable NTR documents and requirements
  • production processes and factory production control
  • marking, traceability and licence scope
  • interaction with third-party quality control

How this competence is achieved is the responsibility of the producer.

NTR education and information activities

NWPC coordinates education and information activities related to the NTR system. These activities are not mandatory, but producers are encouraged to make use of them when available.

NTR education may include:

  • introduction to the NTR system for new producers
  • information on revised or new NTR documents
  • guidance on quality control principles and audits
  • thematic sessions related to durability and compliance

Participation supports consistent application of the system but does not replace producer responsibility.

Other sources of competence

Knowledge and skills may also be provided through other relevant channels, such as:

  • wood preservative manufacturers
  • suppliers of modification technologies
  • equipment suppliers and technical consultants
  • internal company training and experience

These sources are an important part of maintaining competence within the industry.

Role of support

Support from NWPC, control bodies and suppliers is intended to facilitate understanding and correct application of the NTR system. It does not transfer responsibility for compliance away from the producer.

Continuous competence

Maintaining competence over time supports:

  • stable production quality
  • reduced risk of non-compliance
  • effective interaction with quality control
  • long-term trust in NTR-certified products

Competence is a prerequisite for participation in the NTR Quality System.
